As a one-month police crackdown on South Korea's multibillion-dollar sex industry draws to a close this week, most brothel districts in Seoul are deserted, but questions persist about what will happen once enforcement of a tough new anti-prostitution law eases up. Although the law was passed in March, enforcement by the police began in earnest only on Sept. 22, yielding a sharp decline in business in Seoul's red-light districts and vociferous street protests over the last three weeks by workers in the sex trade, among them masked prostitutes and blind masseuses, who are angry over the law's threat to their livelihood.

The severity of the law, which calls for prison terms of up to 10 years for procurers and threatens clients of prostitutes with jail as well, has clearly dented the sex trade in a country where the sector rakes in $21 billion a year, or 4 percent of the gross domestic product, according to the Korean Institute of Criminology. A report by the institute last year also found that 4.1 percent of women in their 20s - or 330,000 women - are in the trade, and that 20 percent of adult males purchase sex four times a month."

More than 1,400 people have been caught buying, selling, or brokering sex around the country over the last ten days, the National Police Agency said Thursday.

The agency launched a nationwide crackdown on brothels on April 6 continuing until the end of May.

It apprehended a total of 1,477 people involved in prostitution during the first seven days, taking 14 of them into custody.

Among those were 15 building owners allowing pimps to conduct business there, 814 customers and 369 prostitutes.

More than half, or 820 of those detained were from Seoul and its surrounding areas ? 340 from Gyeonggi Province, 268 from Seoul, and 212 from Incheon, the nation's second largest port city located west of the capital.

The majority of those caught were at brothels disguised as 'massage clubs,' the agency said, but 159 were found to have paid for sex from women they met through online chat rooms.

Under the Anti-Prostitution Law, prostitutes and their customers can face up to one year in prison, or a three million won fine, while brokers face up to seven years in prison or 70 million won in fines. Those purchasing or brokering sex with minors face harsher punishment."

Korea and South Korea has a long history of women known as comfort women, a mixture of prostitute and Geisha, a cultural part of South Korean life.

During the Japanese occupation, particularly during world war II, many Korean women were forced to become ""comfort women"", essentially sex slaves who served the Japanese soldiers. Apart from the comfort women, prostitution during those days was essentially tolerated.

With the end of the Japanese occupation in 1945, prostitution was made illegal by the governing United States authority, and the law was re-confirmed by the new South Korean parliament in 1948. Prostitution still flourished during the following years, as the law was not taken seriously. The only difference being that American soldiers replaced the Japanese. Prostitution increased with the onset of the Korean War, especially in the Jongo-3-ga area. Mia, and Cheongnyangni 588, which was the last port of call for many Korean soldiers before the front lines.

In South Korea In the 1960's, camp towns formed around the army camps where brothels, and massage parlors, were allowed to operate un challenged, although prostitution continued to be technically illegal, it was in fact allowed to blossom, tolerated at all levels by South Korean authorities. The 1970s and Japanese tourists looking for sex turned to South Korea from Taiwan (called ""Kisaeng Tourism"") the president at the time, Park Chung Hee, helped promote ""Kisaeng diplomacy"" for foreign currency on the establishment of the Treaty on Basic Relations between Japan and the Republic of Korea.

Today in South Korea, while a number of prostitutes still work in brothels that make no attempt to conceal their activities, most are believed to work in much more sophisticated settings, where sex might take place only at the discretion of the woman herself. A ""room salon"" or a ""hostess bar"" is a venue where groups of businessmen, usually using the company credit card, can drink with young hostesses. No sex takes place on the premises but men sometimes negotiate a tryst elsewhere.

South Korean Massage Parlors separate themselves from legitimate parlors by offering sexual services which they advertise with the word ""anma"" quite openly with large neon signs. After the introduction of the Special Law in 2004, there was a crackdown on red-light districts; This brought about the closure of many of the brothels in those areas, it came quickly and went as quickly and only managed to drive prostitution underground making it a more competitive business offering more services at lower prices.
