Hungary legalized prostitution in 1999, making the estimated 10,000 prostitutes in the country, taxable by the government. Budapest alone has 7.500 prostitutes, 2/3 of which are in massage parlors and others on the streets.
In an effort to bring prostitutes into the legal economy, officials said Monday that Hungary will allow sex workers to apply for an entrepreneur's permit - a move that could generate government revenues from an industry worth an estimated $1 billion annually...
The permits allow prostitutes to give receipts to customers and become part of the legal economy by paying taxes and making social security contributions, said Agnes Foldi, head of the Hungarian Prostitutes' Interest Protection Association.

DO NOT GO INTO PLACES THAT ARE EMPTY AND DO NOT HAVE LARGE CROWDS GOING IN AND OUT!
Most of the clubs, brothels in Budapest are supposedly run by the Soviet Mafia and are all rip-offs. Enter at your peril as $5000 dallars for a Coca Cola is a lot, and the big guy on the door is there to make sure you don't leave without paying.
If you are in the country, you can go to local bars operated by natives and sit around to see if any freelancers show up. Most people speak some English by now, so you should be able to negotiate.
It is okay to go into regular peepshows that have people going in and out and ask the girls about action.
The main drag in Budapest is Vaci Utsza, and it is a pedestrians only street. After 10PM, there will be many freelancers walking and hanging around this area. If you make eye contact with them, they will say hello, and you can take it from there, but do not go to their place or buy them anything.
A much better choice is to go into the Intercontinental or some other high end hotel and hang out at the bar. Freelancers often hang out here. See if any woman makes eye contact with you and if yes, you can start negotiating.
If the above is not to your liking, you can call apartments from the Tutti Frutti magazine available at every porn shop, such as the one at the Western (Nyugati) Train Station. The magazine marks English speakers with a flag. If you visit an apartment, don't order more than 1/2 hour, which shouldn't cost more than about $50-60. If you like the girl, you can buy more time later and if you don't, at least you didn't waste too much money. Unfortunately, trial and error is the only way to find a good woman, and that is time consuming.
